This is the shocking moment an off-duty police officer brutally assaults his 72-year-old neighbor after he accidentally hit the officer's paddleboard with his car. Victim Harry Horsley was assaulted by his neighbor of 36-years Scott Saunders, an 18-year veteran of the Police Department, in , on Monday July 24.
